The management of hydraulic engineering infrastructure, such as dams and weirs, can have a significant impact on the water balance in a river basin. Water is held back, released or distributed, not purely based on hydraulic boundary conditions, but following specific operating rules. Often, different competing uses are to be enabled and objectives are to be achieved at different points in the river basin (water supply, flood protection, low water elevation, energy production, compliance with minimum charges, recreational use), so that the operational plan describing the instructions for the release of water can become complex.
