Bei einer Abweichung von mehr als 20% nach unten reduziert sich die Regelabgabe stufenweise. Überschreitet das tatsächliche gleitende 30-Tage-Mittel die langjährigen Werte um mehr als 20%, so wird die Regelabgabe kontinuierlich erhöht.
